Marjan Philhour
President and CEO 
Marjan Philhour has worked in Democratic politics for over 20 years. She has advised and advocated for issues relating to women, labor, the environment and health as a legislative aide on Capitol Hill, as well as held senior staff positions in the Governor Gray Davis Administration during the historic California Energy Crisis.
Marjan has held leadership positions in the fundraising and field operations of countless local, state, and federal campaigns. Since establishing The California Group in 2009, Marjan has provided practical day to day management/fundraising services as well as sound strategic advice to clients ranging from local community organizations, state candidates and initiatives, to federal candidates, PACs and non profit organizations.
In addition to leading a successful political consulting and fundraising firm, Marjan serves as Executive Director of Bay Area Democrats, a Democratic political action committee dedicated to increasing policy and financial support by Bay Area residents for national Democrats. Bay Area Dems serves members in the nine Bay Area counties who want to stay involved in Democratic politics and support candidates in a meaningful way.
In 2011, Marjan was selected as one of the Most Influential Filipina Women in the United States, an honor of the Filipina Women’s Network. The award is bestowed upon individuals for exceptional work in their fields of expertise and for their inspiring leadership and achievements in the American workplace and in their communities. Marjan has served on the board of the San Francisco chapter of the National Women’s Political Caucus a multipartisan, multicultural grassroots organization dedicated to increasing women’s participation in the political field and creating a political power base designed to achieve equality for all women.
Marjan holds a bachelor of arts in political science from UC Berkeley.
